It seems like they could have at least put up a solid barrier about waist high - enough to cover the essentials but keep a view.

I could probably do #1 , #2 there might be a problem.
Personally I don't see what the idea of this toilet is. Its more like a novelty item. Most everyone that goes in it will be wondering if someone on the outside can actually see them while they are using it so in actuality its probably going to be more like a psychological challenge then a means to go to the bathroom. I doubt many people are doing #2 in it. I wouldn't be able to.

I'm guessing that Hutch S95 is driving that truck of his up to Reedsport, OR to let's say "check it out" as we speek. I hadn't thought of that Hutch, but after you mentioned it, that would be something! Hell, drive by and pick me up. I saw one in Europe but didn't use it. Now I have a better reason. haha
