It has been awhile...but I think the card is for an AGP1.0 - not an AGP2.0 slot. I think the Directx support is only to Dx6 for the card. For 18 bucks though... what do you really lose in trying.
From my experience a TNT2 from NVidia is the minimum accepted card that the game will work on.

thats the onboard graphic card of a dell poweredge 750 1u rack server. all other would cost big extra bucks.
any trick to work around the mandatory graphics card test during installation and useing this mentioned card anyway?

A solution would probably to disable the video testing in the c4.cfg file located in the comanche directory.
If it doesnt work I guess your screwd and I think you should try getting another card.
Like I said and what JJ43 pointed out my guess the TNT2 is a minimum.
I got a 440MX on my dedicated server and it is nice when you come in the server via a remote software, at least you can see the svreen.

Try manually setting all graphics settings to the lowest value in c4.cfg and also disabling the video test either via the c4.cfg or by command line, unsure of the command line switch but i think there is one, ask avenger he has the list, then try it out. dont bother trying to play with it as everyone else already stated, you'll prolly just crash out instantly, serving only is your best bet. and at 640x480 - 16 bit - low - low - low settings across the board.
the lowest ATI card that will run c4 is either a ATI Rage 128 w/ 8-16mb or
maybe a rage 2-3.

Ok iI set up a Dell PowerEdge server 2300 with an 8 meg PCI Ati rage pro and it did run. the graphics arnt all that good but u can use it to server if thats what ur wanting too do.
When I started playing I was on a Gateway 433 Celeron with onboard ATI Rage128 video. It was only 8meg. And on top of that it stole the ram from two massive sticks of 128 PC133 that i was running at the time. It was grainy as hell but for a server it should run.
