A1: A WAC file is an events file that works along with your mission to set events.

A2: Either with the WAC file utility that is included with the mission editor, under TOOLS, or you can actually write one out using notepad and then naming it with a .wac extension.

Q6: What do they do to your maps?
A6: You can either use the events list to set events in your mission or use the WAC file or I believe use both but using WAC file isn't an easy task.
