I am not an expert on mysql databases, but I do know sql commands that you can use to interact with the database. Do you already have a database setup? If so, let me know exactly what you need to do and I can try and point you in the right direction.

Also a nice website that explains how to use sql commands to interact with databases is www.w3schools.com (http://www.w3schools.com)

another good php/mysql tutorial is web monkey (http://hotwired.lycos.com/webmonkey/programming/php/tutorials/tutorial4.html)
but i'm thinking there is an easier way to do what you want, rather than create it from scratch. maybe using a forum based portal such as the one that phpbb offers (see dfarena.com (http://www.dfarena.com)) as an example. or possibly gossamer threads.
