Unofficial Mod C4 Expansion Pack?

Is there a C4 Expansion Pack/Mod of any kind?
Or is anyone working on one?

It would be neat to have more usable skys, terrains, etc..
It would be neat to have Fixes of all kinds...
I know there is copyright issues but something could be done.
Maybe a Scoring on ratio option/add on.
TKOTH, KOTH, CTF game types..
I suppose out the 1000 or so players there is only a few that could do something like this.

There was some work being done on this subject about a year ago, but im pretty sure its a dead issue. (but I could be wrong)
