C4 install question

A friend had to reformat his system recently. When he reinstalled C4...he had this error message. missing FAILURE param.(code 1003)....Does this have anything to do with the fact that he can only serve and or serve and play. He cant play in general servers....keeps getting the error. Any help would be greatly appreciated....
We have installed c4v20fixed_exe ...no Change...

Does this error load in the browser window or does a small message box appear ? If your friend installed the fixed .exe, was it over a version 2 or 15. If it was 15, make sure it was updated before before being replaced.

Alright....
It was version 1.5 + the fix...
The error appeared in the c4 blue window after attempting to connect to nova...
The fix was simple...disable the software firewall...
Sometimes overlooked by many...
